The Small Business Administration (SBA) 8(a) Sole Source program enables agencies to engage in direct buy contracts with certified businesses. This program enables SBA to assist small, disadvantaged firms to develop their businesses. The SBA has signed Memorandums of Understanding (MOUs) with Federal Agencies allowing them to contract directly with certified 8(a) firms. Buyers are authorized to grant protest proof sole source contracts, up to a ceiling of $4 million for goods and services.
You can award a sole-source 8(a) contract if:

You determine that the qualified small business is responsible

The resulting contract can be awarded at a fair market price

The government estimate doesn’t exceed $7 million for manufacturing requirements or $4 million for all other requirements.
Simple steps to establish 8(a) direct buy contract with Powder River Industries:

Develop statement of work and cost estimate.

Submit a procurement request to the agency contracting officer identifying Powder River Industries as the contractor.

Agency contracting officer communicates to SBA and requests a proposal from Powder River Industries.

Powder River Industries submits the proposal which is evaluated and negotiated (if necessary) by the agency.

The contract is awarded to Powder River Industries.
